GOVERNMENT RELATIONS COUNSEL

Full Time • APCO International - Alexandria, VA
 
The Government Relations Counsel assists with all functions of the Government Relations Office, with a general focus on the department’s regulatory and legislative portfolio. 
 
Reports to:   Director of Government Relations 
 
General Description of Essential Job Tasks: 
The following are general descriptions of the essential job tasks of the position.  Other related tasks may be assigned as necessary and appropriate. 
 
  • Researches regulatory and legislative issues representing APCO’s areas of interest and monitors Federal Communications Commission and other relevant federal agency proceedings  
  • Tracks legislation and other legal and regulatory policy developments in public safety communications and briefs the Government Relations Director on related activities  
  • Monitors legislative developments within Congressional Committees and Caucuses (e.g., committee hearings) and briefs the Government Relations Director about the key topics discussed  
  • Analyzes and prepares periodic reports on legislation impacting APCO and the public safety communications arena  
  • Assists with preparing policy and advocacy documents to be presented to APCO executives, Congress, or other stakeholders  
  • Assists in developing and maintaining briefing materials, policy memoranda, and other records related to APCO’s legislative and regulatory policy positions  
  • Drafts and edits memos, briefs, articles, press releases and other documents for grammar, spelling, punctuation, readability, and adherence to the Association’s approved policies  
  • Verifies, updates, and writes content for the Public Safety Communications magazine and other online media portals that are operated by the Association  
  • Performs legal and general research on laws, regulations, and other topics of interest  
  • Prepares charts, tables, presentations, and other materials as directed  
  • Assists with event preparation and presentations, including participation in events as requested by the Director of Government Relations  
  • Provides general support to government relations office, including administrative work 
  • Coordinates and engages with other APCO department staff, APCO’s membership, and with external stakeholders to promote APCO priorities  
  • Performs related duties and responsibilities as required 
 
Minimum Experience Requirements 
  • J.D. required, with 0-2 years of legal experience 
  • Active bar membership (in good standing) in at least one U.S. jurisdiction required. 
  • Previous experience working on legislative or regulatory issues preferred but not required 
Compensation: $95,000.00 - $105,000.00 per year
